Results Oriented Monitoring (ROM) System for External Aid Interventions

The project reviews UNICEF's Accelerated Access to WASH practices for children and families in Haiti, under the EU-funded PMSAN Food Security and Nutrition program.

The project seeks to evaluate and improve the Accelerated Access to Water, Sanitation, and Hygiene (WASH) practices for children and their families, under the PMSAN Multisectoral Food Security and Nutrition Program in Haiti. Funded by the European Union and implemented by UNICEF, this initiative aims to strengthen essential services in the country.


The project sets out three key objectives:

  1. Strengthening governance in the drinking water, sanitation, and hygiene sectors at national, departmental, and local levels (SO1).

  2. Improving access to drinking water and promoting hygiene practices in communities and schools within the commune of Gros Morne (SO2).

  3. Enhancing the management of WASH infrastructure and promoting improved hygiene practices in primary schools and health centers across targeted regions (SO3).


Financed through the Food and Nutritional Security Program of the 11th European Development Fund (EDF), this initiative directly supports the objectives of the PMSAN program implemented by the European Union. The project addresses both the impact of the COVID-19 pandemic and the urgent need to combat food insecurity and malnutrition, particularly in the vulnerable departments of West, North-West, and Haut Artibonite.

Through this collaborative effort, UNICEF and the EU aim to create lasting improvements in WASH practices, ultimately contributing to the health and well-being of Haiti’s most vulnerable populations.
